Carter lifted the girl and kissed her forehead.
"You fell? Poor baby." he cooed, rocking her until she calmed down.
"She was probably playing and wasn't paying attention to what she was doing. She's fine, just a little surprised." he explained.
Lilly sucked her thumb and just cuddled into her brother, seeking comfort.
