This joke wasn't all amusing to Izaya who's eyebrow was twitching a bit, listening to what he said then trails his eyes as the man went back up to get those supplies. Only to hear bad news to worse news. The weather half buried the man's truck. And he has to stay here until the snow goes away.
It did make Izaya mad. More like beyond upset that he came back out from the basement, almost on fire in rage but it got frozen from the cold so he goes over to the couch, sits and hugs himself to get warm shivering like crazy.
