Its not unreasonable, but I only note two things.
Firstly the FAQ on this site is tech help and making it mandatory would be more boring and beaurocratic than helpful.
Secondly, you can't force someone to read something. Not on the internet.
Companies do it all the time with EULA (End-user licence something) with computer games, you scroll the whole thing in 0.001 seconds to find the 'next' bit and tick a box without even registering.
If someone asked me while installing a game what item 4.3 was I'd struggle to remember if there even was a EULA.
We could make it pop-up during registration, but I'm not confident it would involve anyone reading them.
More advanced forms of CAPTCHA are something we often indulge in and we could consider basing them around the rules. That would work well for our english-language registrants!
