youll have to blame spammers, we have had a couple hit the PM system sending out PMs telling ppl to download stuff signing it from our staff.

the idea was members who came here to participate would continue to do so and use the PM system properly. sadly it hits into users who are here to enjoy and contribute, however if its any small consolation, as Shizukan states once your out of the probationary usergroup youll have full features and the only limits will be what your inbox can handle.
